Sig abilities

Everyone will have the ability to write a signature. (of course)
Basic Abilities:
You have the ability to post URLs (plain and simple, just put www. in front of the site you want in your sig)

You have to ability to just write in your sig (like "yo, this is my sig")

And you have to ability to post images.(JPG, GIFs) PLZ NOTE: You can only put 1 animated GIF in your sig.

2 Questions: Do pictures like my last.fm recent track chart count as animated GIFs, and if not, can I put a banner like this:

under the chart?
