Yes, it is Flying Lotus... however, right now it can only be found under vocals by Odd Future under the title "Lately" from the 'Hodgy Beats Untitled EP'
According to this Prefix blurb (http://www.prefixmag.com/news/listen-flying-lotus-creates-new-track-on-the-spot/62453/) FlyLo was not planning to release the instrumental on his upcoming album. I've since heard that his album has been delayed... and let's just say I have my fingers crossed that he'll reconsider.
